1. I used command scutil --dns which returned current resolvers configuration
2. There was entry:
 resolver #8
  domain   : dev
  nameserver[0] : 127.0.0.1
  flags    : Request A records, Request AAAA records
  reach    : 0x00030002 (Reachable,Local Address,Directly Reachable Address)
3.Then I went to the catalog /etc/resolver and I found there file called dev.
4. I've removed that file and everything started working just fine

I found an old dev tool had created this entry
