How to convert nested json structure to dataframe

Use list comprehension with nested dictionary comprehension with enumerate for deduplicate keys of dicts, last pass list of dictionaries to DataFrame constructor:

L = [ {f"{k}_{i}": v for i, y in enumerate(x, 1) 
                     for k, v in y.items()}
                     for x in df["Structure_value"] ]
df = pd.DataFrame(L)
print(df)

   Room_1  Length_1  Room_2  Length_2
0       6         7     6.0       7.0
1       6        22     NaN       NaN
2       6         8     6.0       9.0

For columns names from question use:

    L = [ {f"{column}_{k.lower()}_{i}": v for i, y in enumerate(x, 1) 
                         for k, v in y.items()}
                         for x in df[column] ]
    return pd.DataFrame(L)
