Admin Actions Logging is a feature of Magento Enterprise Edition: STORES > Configuration > ADVANCED > Admin > Admin Actions Logging

Admin action logging feature is only available for Enterprise Edition. Stores -> Configuration -> Advanced -> Admin (to enable/disable available logging)

System -> (under) Action Log -> Report (to view logged data)
