Python installer: "A DLL required for this install to complete could not be run"

I think this might work:

• Go to C:/Users/XXX/AppData/Local/Temp or simply %LocalAppData%/Temp.
• Go to Properties → Security
• Change permission level for everyone to FULL ACCESS.
