ST_Transform doesn't work in PostgreSQL

select st_asgeojson(st_transform(ST_SetSRID(geom, XXXX), 4326)) AS geojson FROM  ptable where level_1='Built Up'

Try setting SRID beforehand by replacing XXXX with the code of your SRID.
