try like this

@Input() isDisabled: boolean = false;
@Output() btnClick = new EventEmitter();
Use Output and By default the button click event won't work if button is disabled. take advantage of it

<my-button [isDisabled]="isDisabled" (btnClick)="click($event)"> submit </my-button>
