It looks like your ManageApps
activity is not in the package name space:

The name must start with a .
to be considered part of the package name space:
android:name=".ManageApps"
Also, even though I'm not 100% sure, I always assumed that action names were case sensitive. In the manifest section above, you use manageapps
for the last part of the action name, while you use it in mixed case when building the intent in the Java code:
startActivity(new Intent("net.web44.jimappdev.thecoincollector.ManageApps"));
