Google Play status "Pending publication" for already more than 20 hours? How long does it take in 2019?

As Google said in a statement that review times would take upto 7 days or longer in exceptional cases.

• Also if you have created new Google Play Console Account then it would take some time. (It took 12 days for my first app to be live because of my newly purchased Google Play Console Account, so don't worry)

• If your app contains advertisements then target age group properly otherwise it will lead rejections. Also, you can disallow some ads category from your Google Admob Account.

This might take around 4 - 5 days of time, Google recently changed their policies and now they take a longer time to review the app.

Now Google may take up to 7 days to review your app if you see this topic.
